Get yourself a dremmel tool and it will have attachments that will let you cut the ring off safely.
Remember, keep some water handy to cool the ring and then use the dremel, (sanding discs), to gently touch the ring, and as you do, it will heat up, then soak her hand in the water for a second, then bring it out and touch it again with the tool... this will take a bit of time, and if your careful, you wont "nick" your girlfriends hand, but just take your time...
Its the cheapest way...(or you might even try some oil on it and try sliding it off, but if she is "that much" thicker on the finger, I would go with the dremel...
You could go to a jeweler and "they" will do the exact same thing, as you would do, and pay them to do it, where as, if you did it yourself, you would not only save yourself some money, but have the dremel tool and attachments for your use in further circumstances...

Most likely a walk in clinic will do it, I think they have special cutters for that. If not call up your local hospital and ask if its not too much trouble if a nurse could just do it for ya. ( they have the special cutters there for sure). Call them first to make sure they are not incredibly buisy.
If your in the states, it might cost ya a bit.
If your in Canada, it will be free, but the nurse will be really rude.

I suggest trying baby oil to slide it off if that does not work then go to a jewlery store, I would make the hospital check it out..

Any jewelry store will do it...most for free.
They can also cut it off and change the size for a nominal fee.

You could go to the ER but that would cost you thousands. Try any hardware store and I am sure someone would do it for free!
