My father isn't well these days and he has a birthday coming up. He's always wanted to go up in a helicopter. Warren Co.

Just a note on the last previous answer. I know its great to have a lot of hours in the helicopter however, I think that it would be pretty rare for a tour pilot to be an ATP tour companies give almost no incentive for their pilots to get ATP's mostly because there isnt alot of instrument work involved in giving tours, plus like he said its an hour building job where people dont invest time in the company. Also about low time pilots. A lower time pilot (around 1,000) hours can be a very safe pilot. They probably got finished instructing where they spent plenty of time doing emergency procedures and saving their butts on a daily basis. Anyways Hope your find somewhere cool for your dad, and dont worry too much about the pilot.

Just make sure the pilot is well qualified, not just qualified, but well qualified. Flight seeing is normally a way low time pilots build experience. Flight seeing is a boring job and it's easy to get complacent, this goes for both the well healed and beginner pilots.
If I were to take a ride I would like to see my pilot hold an ATP and several thousand hours in helicopters and a bunch in the type you will be flying in.
