gta sa will run choppy n slow if u compres it so u r better off saving yuor file and reinstalling gta as a minimal installation which requires the cd to play.
less space on pc, quicker draw rate, and the framerate is doubled

You cannot compress an executable file. Well, in actual fact, you can do it, but there will be little or no difference in the size of the zipped file and the application itself.
You can split the game application into pieces though with a good file-splitting tool. Try this link to get one:
