It looks like all the people seated in the food court and some of the people watching from the balconies were in on it. They were seeing how long it would be before somebody walking by that plastic bottle that was RIGHT NEXT TO THE RECYCLE BIN would actually bother stopping to put it in. The words are about how many plastic bottles are produced and how few are recycled each year (in Quebec, which is apparently the audience it is aimed at). The final popup says 91% of Quebecois are worried about the environment (but apparently, the video implies, not enough to pick up a bottle) "How about you?"
