the riders don't wear them the horse do it keeps them focus on going strait ahead also so they don't get spooked by the other horse

As you probably know, the races are very very loud, and racehorses are trained to not pay attention. The blinders keep the horses from being able to see the commotion around them, which could cause them to get scared or spooked, which would lead to injuries like the horse slowing down and falling. The blinders also keep the horse looking straight ahead.

Race horses need those blinders so that they can focus on what's ahead of them. If those blinders weren't there, they could get easily distracted or even easily spooked (not good for the rider!).
