Qualification of welders by completion of the welds on a test sample that can then be checked for quality of the weld

After you complete a WPS you must qualify if by performing a Welding Procedure Qualification (WPQ) that is not the same thing as testing individual welders. Once the procedure is qualified then it can be used as a procedure to test individual welders.
A small difference but never the less an important one.
