Yes the electric razor CAN go but in the checked in luggage....NO...(Knives, cutting instruments - including carpet knives, box cutters, folding or retractable blades, ice picks, straight razors, metal scissors with a cutting edge of more than four inches, pliers larger than seven inches)

yes, i think he can.
Just have him pack it in the suitcase and check it. You can take tweezers, scissors, other things like that as long as you don't carry them on.
Check out the airline's website. Most of them are pretty good about listing what can and cannot be packed/carried on.

Sharp objects are not permitted inside the carry-on. Of course weapons are not permitted anywhere in his baggage. Tell him to put his medicine in his carryon as well as a complete change of clothing (in case his baggage is lost)
