No, no one lives there. All those houses you see are empty. Actually, they are Universal Studios facades. Of course people live there.
The appeal? Being close enough to California and LA for the benefits, but having the small town feel of an island - with amazing views.
Why ride golf carts? I ask in return, why use a car?

golf carts because cars require gas......
and you cant drive that far anyway on the island, only certain areas are open to the public the rest remains untouched unless you have a permit. ( actually you are not legally allowed to have a car there)
People actually live there, a few artists and people who make a living off of tourists.
The appeal of visiting, you can sail, motor over there on a boat and spend the night onyour boat , go into Avalon and have dinner. or other parts and anchor.
Good fishing, diving, and has a charm of not being over developed.
You can also camp and go for hikes, bike rides.
Winter is Very cold there.
I t used to be a tourist destination for the wealthy for gambeling and summer camping, and movie stars of the time . No gambeling any more.
It actually has a very interesting history.
There is NOt a lot to do there. That is the charm.

NO TRAFFIC! No street lights....only stop signs, beautiful empty beaches throughout the island, breathtaking views, hiking trails, fishing, sailing, scuba diving, kayaking, glass bottom boat tours, camping, snorkeling, shopping, restaurants and bars, para-sailing, wildlife viewing-including bison, bald eagles, and the endemic Catalina Island fox, botanic gardens, miniature golf, etc. etc. Need I say more.....
