Your question does not say who 'your friend' is .'when you would tell him'...Why do you care what your friend would say, unless you are dating him too? or is he the girls brother? If he is the brother, you better ask him if he has a problem you dating his sister before you even think of asking her . And if you happen to be dating him..then well you have a big problem!!!!

if your friends the kind of guy who would help then tell him, he also might know if she hasa a b/f...also, talk to her more, get to know her...then if you still like her its better to tell her. If you do nothing you'll regret it, if you take the chance and open up to her you'll learn from it and she may even return your feelings, which would you rather?

dude, she is near your house and you didn't made a move yet?! go ahead ask her out. ask permission from her parents. make friends with her family. that is easy saying that she lives near to you. you can send her flowers every night before she sleeps. that would be sweet. you can go with her every moring when she goes to work or school. do it dude.
