A bursa is a sac for lubrication at specific joints. Your knee has several of them, so it may not be the same one you are scheduled to have removed. If it comes back after it is removed, it comes back because there is a need.

I'm not sure why any doctor would remove the bursa sack...it's necessary for lubrication of the joints. Maybe you're speaking of a cyst??
