go to MS dos mode (not MS dos prompt-go to the real thing). Now insert a cd having installation of windows, and install it, BUT ON D DRIVE. After this is done, give the following commands:-
d:
format c:

I think that should do the trick

you need a bootable CD Disc to do this. if you're using MS Windows98 then it's easier as you can Shut Down | Restart in MS DOS Mode.

If you're using Windows XP, then it's a bit tricky... follow these steps:

1. Restart your computer
2. Enter BIOS configuration (usually DEL, F2, or CTRL + ALT + ESC
3. Choose CD Drive as 1st bootable device
4. Save the BIOS

Follow installation guide from MS Windows XP

You can't just format drive C and expect your computer will run. It will need an Operating System to work. So prepare the OS before formatting the drive

This really smells of danger. To answer your question you need to get a boot disk and format it from there. But are you sure you don't have files you need on C:?

What you can do to format your C: drive is to either
1. Go to www.bootdisk.com download a bootdisk for windows 98 and it will guide you through creating the bootdisk on a floppy disk. boot with that floppy and at the a: prompt type format c:

or

2. If you plan on putting XP back on the machine boot from the XP installation CD, it will find your c: drive and you can reformat it from there.

But if you weren't aware on how to do this, I still think you are going to be deleting files you need. Might want to take it to someone who has more experience.

Type the following in your RUN command window:

c:\ format c

Then hit enter. Be sure you want to do this because it will wipe the C drive clean!

I have never used a laptop but if you can get into bios set to boot up by CD-rom only and insert your OS disk and you will be taken to setup from cd-rom and just use this to delete the partitions and format and load your OS if you want

you can run your operating system set up disc again, and boot from the CD... it will give you an easy option to format the drive you want.
