Why do we wear pyjamas to bed, where noone will see us (assuming we are not married) that are more conservative than street wear?
Why can I lay in the back yard and sunbake in a bikini but have to put something else on to walk to the mail box?
Why do women have to wear a top in public but men don't?
Why can't I go shopping in my pj's?
And the list of inconsistencies goes on and on
welcome to the crazy world of human modesty

Exactly where are you walking?
Either way, the bra is considered a hidden garment, whereas a bikini is at the very least considered a leisure garment.
The associations of the functions of the garments are what make them appropriate or not-- same thing with speedos on male swimmers compared to briefs in public...

You just look poor/needy & stupid...
poor/needy coz you can't afford a bikini top and stupid Coz: If you have a great body and is wiling to show it off by wearing only a bikini as a top. Do us a favor and wear bikini top which has a thinner cloth and not a bra which has padding...
It looks great when wet... o_0

My great-aunt never bothered to ask that question and simply sat out on the porch in her bra and undies (you know, the iron bra and waist-high panties that old ladies wear).
Then one day, the postman came by and saw her in this condition, and she said, 'What are YOU staring at? I'm more covered up than those girls on the beach!'

As long as the bra isn't see-thru, I see nothing inappropriate.
I don't mind standing in a shop in my bra when I try on a T-shirt and the cabins are full.

It's where you walk around that some people may have the problem. If you were on a beach or pool people wouldn't care.

to each place there's a costume... unfortunately, bras are underwear, so they should sstay under. If you feel like showing off your bra, wear a transparent(moussiline or other see through fabric) top, it's sexier.

bras are underwear.
bikini tops are outer wear.
Even bikini tops would not be appropriate in certain locations.
