how can i create video with an overlapped picture and the video in the background

what progrma do you use? you usually can make seperate video tracks and lay your pictures on those. if you want priority move the tracks until you see what you want on top.

Why would you want to hide the vieo by overlapping it with a picture?

Try using google's picasa 2.You have the feature.
