When I take photos on my digital camera the size on my comutor is 1.5mb per picture because the quality is 7.1 pixals. How can I get the pictures smaller for storage on cd's preferably about 700kb-1mb? Without zipping or using a commercial product!

somewhere in your camera book wil be a section on settings. Look up picture quality.
or picture resolution
It might list them as a number multiplied by another.
example 1024 * 1024.
The higher these two numbers are the better the quality.
Try dropping down a size and take some test shots,
Find one that you are happy with the quality and the reduced size.
Photos of a lesser quality also don't take up as much space on your memeory card so ypu can store more.
Play around with it and get used to it . you'll enjoy it more

Have Fun

you can reduce the quality of the pics in your camera settings - you can use a smaller megapixel rating -

or you can use Paint in Windows to reduce the size of the pics, which will result in smaller file sizes also.

Resize the quality of its pixel, using phone setting. Or just read the manual instruction.

I usually just stick images through "PICTURE PUBLISHER", and resize them to around 373wx280h for Landscape shots, and 280wx373h for Portrait shots and save them as .jpg's
