The cat is probably in heat. It's very normal for this to happen, that's the way for a female cat to call a mate while she's ovulating. And the way for a male cat to call a female cat in heat.
Unless you want kittens, don't let your cat out.
Male cats don't go into heat.

If the cat is a female, she is most likely in heat(even if she is neutered, she can be in heat). If the cat is a male, he is either protecting his territory by giving the other cat a warning or the cat likes singing(this may sound silly but I've had cats who weren't in heat or anything and they were completely content and were just overly pleased with their own voices)

Cats mate once every 6 months. howling is one sign that time has come also disappearing for a while, so congrats soon you will have 6 more cuty kittens.

lol, sounds like my cat each morning. this stray from who knows where comes and meows, then they start scratching the glass. mr chips - my cat - just doesnt like the stray on his turf
