my cat howls at the window at this stray cat that just stares in, what does this howling mean?

The cat is probably in heat. It's very normal for this to happen, that's the way for a female cat to call a mate while she's ovulating. And the way for a male cat to call a female cat in heat.

Unless you want kittens, don't let your cat out.

Male cats don't go into heat.
