try doing it with paint or,if you want something more advanced try acdsee.

The problem with going to Adobe's site is that you download a trial version but only get about 1/3 of the functions and can't cave your work when you're done. They tease you enough to make you want to buy it.
If it's a family photo or something you don't mind sharing with others, just take it to a local copy shop (Kinko's, Sir Speedy, etc.) and have them do it, otherwise you'll spend time and money and still have to learn a program. Granted, that's fun sometimes, but still very costly.
Or if you're in school, go to the computer lab and play around for a while with their scanner and PhotoShop software and do what you need to.
Whatever you do, if you're easily frustrated or are in a hurry, let a trained designer do it. Otherwise, have fun, leasrn something new and you might meet someone helpful along the way to tutor you.

You can use http://www.gimp.org to do so or find "stitching" software but I don't think the latter will do quite what you want.
