Are you really fat? Pinch the skin on your waistline, on your ‘love handles’. Can you grab skin more than 3/4 inch? That is a measure of whether you really have fat, or whether you're a normal woman.
If you’re not exercising regularly, or if you’re not eating as well as you should, then your body may not have much muscle, and any excess weight is that extra fat on your hips. You can’t choose where your body gets fat or loses fat, you just have to control your exercise, eating and metabolism.
Exercise adds muscle, which burns fat all day long. Start slow, work up to exercising 4-5 times a week, for 30 minutes. Walking, biking, swimming are all great, and cheap! If you aren’t active to start out, then that will start building some muscle, which helps burn calories 24 hours a day.
Keep a food diary. When you start, don't worry about counting fat or calories, just notice how much and what you are eating. Start learning what foods are good and bad.
Just seeing it written down can be a surprise - you don't always notice how much you really eat when you eat it, but you sure notice when your jeans don't fit any more. Watching what you eat helps you stay focused and eat healthier. If you are gaining weight or not seeing results after a month, start adding up every calorie, to find the best way for you to cut back your eating.

I GIVE YOU THE BEST ADVICE,EAT ANYTHING YOU WANT JUST TAKE OFF THE FAT AND SKIN OFF THE CHICKEN .Good news isyou can eat anything and not be fat ,just look at athletes,bad news is you will have to start to exercise. Take up running, walking or a sport then youll get back in shape and start looking good again.

I had the same problem with u before. I went to slimming salon, first they advise me to avoid foods with a lot of carbohydrate , e.g: bread, rice, etc. Low sugar too..
Exercise more.

Don't fight it to the point that it makes you crazy, darlin'. Sometimes genes will, excuse the term, screw you over... Besides, there are TONS of guys who love a woman with a curvaceous rear!!

for starters, get off of it. Then either do squats or a stair stepper is good to, you can also try aerobics.

eat right..work out. you might be genetically predisposed to bigger hips and butt..but you can work out and fix it.
