up to you but what i have at the moment is blonde highlights/foils but they are an inch down and under layers of hair from my part so you can't see them at the part just lower as they sort of poke through if you know what i mean. no regrowth that way either

Technically, anyone can get blonde highlights. Whether they will look good or you will like them is a decision only you can make. First you have to decide whether you want them to look natural or dramatic. If you want them to look natural and sunkissed, you should get tiny sections in varying shades of blonde all throughout your hair. If you're wanting dramatic, you can do bigger chunks in a light blonde. Either looks good, I personally prefer subtle, natural highlights!

Start with subtle ones, if you like being blonder then get more dramatic ones the next time. besides, if they dont work for ya the first time its easier to cover them up if they are subtle dont you think? start slowly and cautiously. you can always get blonder highlights next time.
