White snowy sand, a mild cool breeze blowing off of the ocean, sunshine, a clear aqua water, mildly inhabited (not overcrowded, or molested by people), exotic wildlife habitats, and large waves

The criteria is rather internal than external. A glass in your hand and a girl/or boy (may be you are a girl but does not matter which you are the one by your side must be according to your preference by your side and then even the scorching sun and sand becomes cool. Try it. Don't be like Jeeves who list of the best criteria in hand would go on tour of the beach to see how many points it covers.Man, you don't go there to compile a directory of beaches.

Natural beauty, unspoilt by human intervention. Backdrop against natural vegetation. Clean white beach, with sand so smooth and fine. Water crystal clear with the marine life visible to you from the shore. And no flotsam or jetsam on the water.

This will make beautiful beach.

Water - unpolluted, clear and semi warm so you can go swimming
sand- maybe with a few shells but not tons of rocks and stuff like that and it should be white, soft, and smooth so you can enjoy walking in it.
location- you want the location to be one of those tropical.
activities- The beach should have fun stuff to do like horseback riding and kites you can rent of you didn't bring one.
