Keep your baby in the coolest room in the house. For instance, if it is the living room, place her crib/cradle there. Allow her to sleep in a onesie, or simply in her diaper. If it is cooler at night, open the windows and allow fresh air to enter the room. In that case, cover your baby with a light cotton blanket. I know these are hard times we live in, however, if you can invest in an a/c please do so.

I had the same problem with my son last summer, this summer he is just really cranky so far. If you are feeding her formula, try making it cooler if she is drinking it warm now. Gabe sleeps with a fan on in his room and there is a fan on in the living room all day long. Last summer we gave him luke warm baths every day and regularly used baby powder to keep his skin dry. He had it bad with heat rash last summer, so far this summer I haven't noticed it yet and it has been hot here lately and will be for a while. Imagine in Canada it is hot, go figure.

You could go for a ride with the windows down abit . Maybe just go walk and browse at a mall,sit outside under a nice shade tree if theres a breeze,wipe her down with a cool wash cloth periodically,lay her on the floor on a sheet as hot air rises,go to the library and read it would be cool there for her relaxing for you and free.

Measuring cool
The degree to which an entity is considered cool is generally impossible to identify. In the animated series Futurama, cool is measured with in "megafonzis," in a homage to the Happy Days character. Cool itself is very hard to measure quantitatively because it is defined (and thus evaluated) differently by every person and social group.

Were stationed in Hawaii and when my son was born in October, it was still pretty hot here. So, he only wore a diaper when we were at home and a lap tee, diaper and socks when we went out. I made sure he was always in the shade and brought alond a light and a warm blanket along in case we went somewhere with cold a/c.

make certain the vents can actual allow the air damage out, make certain the 360 isn't in a restricted spot that can make the air bypass around the 360, turn on a ceiling fan/plug in a small fan and change it on next to the 360...that ought to help

Cool drinks, cool sheets. Don't freak out too much people used to live thru the summers with out a/c.
She is probally not as bothered by the heat as you are.

Just keep her in a diaper, use cool damp cloths to pat her down to cool her off. Keep you home somewhat cool by keeping curtains drawn. That sometimes helps keep the temps down in the house.

get a window a/c unit and keep her only in that room and keep the door shut so it will stay cool. My baby gets fussy when he's hot. We usually let him lay there with no clothes on too.
Fans only stir around the hot air.
