Hog Law
Employees in certain crafts on the railroad are required by law not to work over a definite number of hours in each 24 hour period.
Train crews (Engineers, conductors, brakemen, etc.) by law can't work more than a 12 hr. so after 12 the crew has hogged out! Depending on the union agreement hogging out usualy means more $$$$$$$ called TOW IN.

I don't know about "hogout" but, a hog or hogger (and a few other variations) is a slang term for an engineer.
