Okay, we're talking sneaky right??? Cats and kittens aren't SNEAKY! They may do more getting in trouble and snooping around but they aren't sneaky about it, they just DO IT and to h, e, double ell to any person around. Watch them, don't watch them, like it or not, they don't care!
Dogs and puppies, on the other hand, care what people think so are more into the sneaking. Watch a puppy that knows she's not supposed to play with that slipper, she'll saunter up to it, check around to see if you're watching, then grab and run.
A cat wouldn't care!

Being a dog trainer you would think I would say puppies! Having dealt with many sneaky puppies. But I am going to have say a kitten for one thing they can climb higher than a puppy(yes dogs and puppies can climb) and yes they can get work their way into very tiny places!

My puppy is far worse than my kittens! She will be on the kitchen surface in a heartbeat... but only when she thinks I'm not looking! She also steals from my German Shepherds food bowl and walks off with whatever shoe, Barbie doll or soft toy she wants... I find them hidden a day or so later, chewed to bits!

They're not sneaky. They're just curious & nosy. Both puppies & kittens are like this. I think kittens are better at snooping because they're quieter.

Generally speaking, either animal, be it a dog or cat, unless their hungry, mistreated, lacking affection or care, is sneaky.I don't believe they would even know how.
What your describing is an animal who's instincts are telling him him to fend for himself.
Of course if your referring to them as being sneaky when they play then I'd have to say cats are.
