It is a statement with a question mark at the end to pretend it is a question.

I see it each and all of the time, yet i do no longer do it. i've got no longer asked as many questions as some people with the aid of fact I even have one in all those experience of duty pertaining to to the solutions. I probable take all of it too heavily. yet while people take their time to offer me a considerate answer, i think like i ought to decide for heavily. I even have under no circumstances permit a question flow to a vote, to me this is a cop-out. i think of a few persons are on right here to get affirmations of their very own comments, this is nice, or they are right here to collect as many solutions as available, this is likewise nice, or they are right here to develop a stir, or basically to be stupid-- yet that's what that's all approximately, IMO. So, what you have right that's often a "rambling" answer-LOL!

It's a statement inviting for discussion. Technically it's not a question. But if it serves the purpose of starting the discussion, it's okay. Imagine them like this. When you read:
Why are you such a moron and won't type in caps?
You think it says:
Don't you think you're a moron for not typing in caps?
Or:
I think you're a moron for not typing in caps. Don't you agree?
Here's your question.

All they are doing is seeking reinforcement for their own preconceived opinions.
And it seems you have already noticed that most of these "questions" are really unsavoury, and often completely offensive.
Maybe ignoring them is the best policy. Some dipstick will always want to answer.....but there is nothing obliging YOU to do so.

I wouldn't think so. You're just asking other peoples opinions or stating a generalization.
