Some Wiccans call themselves Witches, but not all Witches are Wiccans. Witches are those who practice witchcraft, but not the evil type that most who are raised as Christian are told about. Wiccans, at least, have very strict codes as to what we can use witchcraft for, and it's always best to do things the mundane way if possible. Our strongest rule is that, no matter what we do, we can't harm anyone else, and we can't even harm ourselves, or we are going against our religion.
Now, as to the sex in ceremonies. I have never seen this happen, as I am a solitary Wiccan, but I have heard that the High Priestess and High Priest of a Wiccan coven can perform what is known as the Great Rite, on certain holy days. They can choose to do it in private, but it's meant as a consecration, an acknowledgement of the importance of the act of procreation. It is a positive, loving thing, not something lewd or obscene. If the High Priestess and High Priest are not handfasted (married), or are handfasted to someone else, the simple act of sexual intimacy with the person they are committed to (or someone they are attracted to, if they're not handfasted at all) suffices as that acknowledgement.
I hope that this helped clear up any questions that you had. If you have any more, feel free to contact me.
Blessed be!

Wicca is a religion that encorperates witchcraft into it's practice. So that makes (most) Wiccans witches. But not all witches are involved in the religion that is wicca, so not all witches are wiccan. I say "most wiccans" because since the advent of the DIY subset of ecclectec wicca "anything goes" meaning that there are people who practice thier own form of ecclectic wicca and do not encorperate witchcraft into thier practice... but all vetted traditional Wiccans ( that i have ever encountered in my 21 years on the path) use witchcraft. Tradtional wicca is an intitatory system... meaning an intiation is required for certain information to be revealed. So i can neither confirm nor deny which tradtions actually physically perform the ritual known as the "Great Rite" (aka...sex) in thier rituals, but i can say that most wiccans prefer to physically perform that ritual in private with thier partner... and will symbolically perform that rite in a coven or group ritual with the chalice & the Athame (So the cup shall be as the goddess & the blade shall be as the god & together they are one)..this is often the blessing for holy water, ceremonial wine etc...

I am a Witch, but I am not a follower of Wicca. That being said, the use of sexual intercourse in rituals and ceremonies has been done practically since the beginning of time. They usually correspond with a certain aspect of the "Wheel of the Year" and also, depending on the tradition, certain deities.
Hence forth with that being said, the sexual relations that happen between the High Priest and Priestess is nothing "sexual" it is in celebration of the god/goddess and is an act of worship, not of carnal sin. Sexual intercourse is the highest form of sacredness that two people can share...in essence, it was not created just for procreation but also as a means of deep spiritual unity. Sex is sacred to both Wiccans and Witches alike, it is nothing dirty, gross, or for objectification; it is for the growth of the spiritual awareness, of intimacy, and the connection to the god/goddess.

No, not all who are Wiccans are Witches. To be a Witch one has to practice Witchcraft. Those of Wiccan affiliation don't necessarily practice Witchcraft. I, however, am both Wiccan and a Witch.
And for your second question: sex rituals are extremely rare and are NEVER done in an open ceremony. Sex is a very sacred thing and treated as such. It's done in the private quarters of the High Priest and High Priestess, whom are the ones who practice these sacred rites.
Hope I've helped shed some light on this. Please feel free to contact me if you have anymore questions.

wicca is one religion ammong many whose practitioners can call themselves witches, and some ceremonies do use sex. This is not shocking as many religions have sexual practices. Ancient Coptic Christians had rituals involving sex, the OTO and Golden Dawn have rituals involving sex. Many Hindu sects have rituals involving sex.
It should be pointed out that many wiccan groups have symbolic sexual rituals rather than carnal ones. Dipping a knife in a cup of grape juice. (The grape juice in this ritual is used to symbolise wine.)

Wicca is basically whatever you want it to be. There are no ancient documents, so people just practice it however they think it should be done. Some people refer to themselves as witches and others do not. Some people who practice wicca believe certain things while others do not.

I am a witch but not a Wiccan. Yes there are occasions where I use sex in my magickal rites, but not with any tom **** or harry. ONLY with my partner.
Sex is optional in magickal ritual. No rules to say you have to or none to say you don't. It is up to the individual.
