where to attend kursus rumahtangga apart at the mosque?

You can attend the kursus rumahtangga at the Community Centre or Community Club. There are several community centre/club that provide the courses. You can choose to attend the courses in English language or in Malay language. I attended mine 2 yrs ago at Marine Parade Community Club. The courses are conducted in English by professional people, ustaz and ustazah etc. It's the same as being conducted in the mosque. Except that since its in a community centre/club you do not have to wear the headscarf, you can wear casual attire etc but of course tutup lah the aurat...
