No, you can buy and own a car in Oregon without a driver's liscense but you can't register it without proof of liability insurance. And the seller is required to report who the vehicle was sold to.

Baby-don't drive around without a license. my sister does it, gets pulled over and has literally thousands of dollars owed to the state of Oregon. That gets in the way when she needs state services, tries to get an apartment and does not look good on her record. oh, and she can't get a license until she pays it all off.

plus, if you get in an accident without a license and insurance (which is pretty likely to happen eventually) you will be in deep doo-doo. you can get a car, but wait to drive it.

You can buy it, insure it and register it. You just can't DRIVE it.

My Dad owned a car that he didn't drive his last few years. Other family members drove him around in it. No problem at all!
