Is it just random, or are you somehow provoking it, or does it happen when a certain thing happens? Also if its a male is it neutered yet?

first and foremost use good sense and have patience .Your kitten is just that, a kitten.He just wants someone or something to play with and being so young his teeth and nails are very sharp.Time and food will dull both.
I have found that a dab of the over the counter,cortisone on scratch and teeth wounds takes the itch out of it and works fine.
Find one of those toys that dangle on a rubber band and jumps around when they pull on it. Kittens love them.The little stuffed mice seem to give them hours of delight too.
As far as biting you,(although in this case I think your kitten is just being rambunctious),it is one of the most misunderstood things I have found cat owners to understand. Basically it's a way of their getting your attention when they want or need to share affection.Cat's contrary to common belief,are a very affectionate, people oriented pet.More so than most I've ever come across.

Kittens that young play that way a lot. My cat still does that and he's 12. For some cats it's just part of their personality to be frisky and "hunt" you. My cat does it most frequently when he feels ignored but sometimes he just does it for fun. (I run and squeal and he chases me and bites some more!) I suppose as some people have suggested you could beat the cat into submission but my suggestion would be to love your spunky cat for all he's worth and over the years you'll realize how lucky you are to have a cat with personality! (Or take your cat to a no kill animal shelter and be sure to tell them he is "Spunky"!) Trust me there are plenty of cat lovers like me who enjoy a little spice and excitement in the treacherous walk to the coffee pot in the morning.

This is part of being a cat parent.
Get a squirt bottle and spray her when she does that. Say "no" loud. She just needs to learn a few boundaries.
Get toys to play with her. The "fishing pole" type toy is great because it keeps her far away from you. Also, teach her to chase a laser dot. Get catnip, if she likes it grow little pots of it. An entertained cat is a sleepy, non-violent cat.

Get use to it . I have a 17 pound cat and sometimes for no reason he gets into attack mode and goes for the legs. I have yet to find a vet to answer this question. I just always try to be awareof his moods and know when to wear the long pants. Good luck.

Because kittens do that to be playful. Try getting a cat scratch pole for him/her to attack instead of your leg. The ones that look like small trees with dangling strings and balls of yarn, they love wrestle things, and a carpet covered cat scratch if a great deterrent to bloody legs. But never scold the kitten too severely for this. It is merely interacting with you.

Your kitten is just playing with you and practising its hunting skills, this will pass. I suggest you wear pants and perhaps dedicate a certain amount of time to play with your kitten, also provide it with some toys and a scratching pole. Kittens often like to do this around feeding time as well. Rest assured she will grow out of this.

Kevlar has the right idea, but I think the kitten could live without the tap on the behind. Water alone is enough to curb the behavior.

If you play w/ her w/ your hands STOP- play w/ toys, not body parts. Ignore her & walk away when she acts up (cat language for "I don't like that"). Honestly though, the biggest problem is that she should be w/ her mother still. Not only do moms feed them- they also socialize them! Another kitten to play w/ usually helps, too. Good luck.

Because it's a kitten mine use to scale my legs with shorts on didn't feel to good, I used a water bottle

Make a noise like a cat when they do it. The kitten is just playing. If you yelp like a cat, then he will know to stop.
