SS is service ship, meaning government owned commercial vessels. Like when they take over ciivilian airliners to transport troops, they take over civilian ships in the merchant marine to transport tanks & such. Liberty ships were never in the navy & were not for the most part armed warships. There were armed in some cases for self defense, but still were not US Naval combat vessels.

Actually all libety ships carred the Title "S.S." instead of 'U.S.S.". Chances are they were not actually warship by any stretch of the imgination and needed the difference in their title to show the enemy that they were not warships. Liberty ships were just cargo ships that sent supplies to Europe and were used to bring out soldiers home after the war.

I think that it goes back to that a Warship is designated by the nations designation.(USS,HMS,HMCS ect.) Liberty ships were not part of the Navy and thus only Sailing Ship.
