Well you can take them aside from anyone else and let them know, be direct but kind. You can let them know that at times while talking to them their breathe smells or you can talk about how you care about your teeth and ask them what they do.
What I do is offer them a mint. but whatever you chose remember at times it is not what you say but how you say it.

Be open with the person if you care about them. I have a female friend who has harsh breath at times. I once said to her, "let me know if I have an odor or if my breath stinks and I will do the same for you. You know we have to check one another because no one will do it for us." She said, "you're right." Every since, we have checked each other with no hard feelings.

you wouldn't know what effect or reaction your "care" would do.
you have to be prepared because that may have a negative effect on your friends ego.
though speaking the truth, even if it'll hurt, will help.
talk things out sympathetically...it may have a bad effect for a while, expect that a "realization" time will take effect and that your "care" meant no harm but for the betterment of the individual's hygiene...and your friendship too.

keep a supply of gum and tic tacs in different flavors handy...then you take one and offer...she may not want the first time you offer ..so repeat it like every 45 min or so....eventually she will take a piece of gum or tic tac...or find out if she likes peppermints...or any other sucker type candy...
...if that doesnt work...after eating ...you can say "omg..i need to brush my teeth...dont want you to think i have bad breath" .... without directing it to her/him...get my drift...
and also.....you will have to say ...tactfully...hon..i really care about you and please dont slap me...but ..ummm...like...you have something stuck on your teeth...maybe he/she will get the hint and brush their teeth.....or you could buy mouthwash...toothbrush...dental floss...mints...and have someone unknown ...deliver it secretly with card only to whom it is intended...he/she will get the hint and not know from who.
and if all else fails....please brush your teeth...lmao sorry there really is no tactful way to tell anyone that they have poor oral hygiene without hurting their feelings to a degree...good luck
