Take the title, any required state inspection certificates, proof of insurance (if required in your state), and your checkbook to the nearest MVA office. With those items, you can get your tags.**
**In MA you will have to take the title to your insurance company, and get paperwork from them to allow you to register the vehicle!

In NY.....be sure to follow the instructions and have all forms filled out, signed and dated BEFORE arriving at the DMV.
For a first-time registration, bring:
-completed bill-of-sale with both buyer/seller signatures
-signed vehicle title (showing transfer of ownership to buyer)
-driver license
-completed NYSDTF Form 802 with both buyer/seller signatures
-completed salvage vehicle inspection certificate (if necessary)
-notorized certificate of lien release from lienholder (if necessary)
-completed NYSMV Form 82
-proof of auto insurance with effective date of VERY SAME DAY that you are at the DMV
-personal check, money order or credit card for fees
DMV will issue 2 license plates and a temporary 10-day motor vehicle inspection certificate so you can get your vehicle inspected AND emissions-tested after it is registered. Vehicles over 10 years old are exempt from the emissions requirement.
A new vehicle title in the buyer's name will be mailed from Albany in about 3 months.
