You answered the question yourself. It's not the police or sheriff. It's the court system and the people you are working with. The police don't put the warrants in the system, they just arrest on them. But somehow it's all their fault.

While not paying court-ordered child support is breaking the law, it's not up to the police to enforce it. That's why there are designated agencies to help the custodial parent to get the required support. The Child Support Enforcement office can be very useful. All states have a CSE office and use whatever means they can, to find the obligated parent. One tool, the Parent Locator Service/New Hire Directory, has been very useful in obtaining millions of dollars of support. Every employer is required to report any hired person to the directory. SRS/CSE uses this and Unemployment Tax information to locate the obligated parent. However, the problem lies with some employers not reporting new employees or the parent leaves just before a withholding order can be issued.
The Federal Parent Locator Service is another great tool. Although, I'm not sure as to why your support hasn't been captured by the FPLS. This service cross-matches non-paying parents with the IRS and can collect the obligor's tax refund.
If you go to your local CSE office you can get representation for free, if you're on state assistance or for about $20 if you don't receive assistance.
You may also go to the courthouse yourself and file a 'Civil Contempt of Court'. The parent will have to show up and explain their reasoning for not paying child support. If they can't give a good enough reason, they can be put in jail.
Also, you can go to the District Attorney's office and try to get the parent criminally prosecuted for willfully not paying support.
And lastly, if the parent has any assets that can be liqudated, you can file a Writ of Execution and seize the property.
While I don't know your reasons for waiting 11 yrs, to finally get the support order enforced, I do hope that you will use all the tools available to get the financial support for your child(ren).

As has been said, it is the courts that make the process so slow, unfortunatly, you are only a case number and not a person any more.
I too work inside the law enforcement community, and after the warrants have been issued, the proccess seems to go pretty quik. If you want to speed things up, push the child support clerks a little. I'm assuming that if you do it enough, they will get tired of seeing you, and start pushing your case through a bit faster instead of burying it on a desk for 3 months.

you have to throw your weight around i know that sounds stupid but if you hire an attorney to represent you then that will get the ball rolling. Also if you want to get his taxes then you have to file for tax intercept. CSE will not do it unless you start the action. You can also petition the courts to "re-visit" the case and when you get before the judge tell the judge everything. A lot of times if the judge see that he is supporting another family then he will take steps to start a lien on any proprerty until some of the back support is paid. You need to take action do not wait for them to do it. They handle thousands of cases and most of the time they themselves do not show up to court. Also there is an organization called Support Child. They help you do all of this. As soon as I get the info I will send it to you. I have been going through this to for 11 years and every year for 1 month I will recieve payments in the amout of 68.85 and thats it. SO i feel you sister.

I think they don't think child support is a number one issue, but they are quick to complain about giving out food stamps and welfare. If these dead beat dads would step up to the responsibility and take care of their children then people would not need the help of the government, or if the government would step up and move faster it would make it a lot easier on us single mothers. Men need to think about the outcomes of having children before they decide to lay down, if they are not going to stay for the long run. Most men don't care because they know that the mother will always take care of the child even if he is not there. But they also need to remember that children are smart and they will remember that their father was not there. Cause just remember that, that child did nothing to you. And it might take a office full of single mothers just to do what needs to be done to get us our child support and lock these bastards up.

I think that has to do with the jurisdiction and the public. In general police officer enforce the conscience of the community. In my state some places are quicker than others. Some areas also have special divisions just for picking up dead beats. It is usually the Sheriff's office that serves warrants so talk to the sheriff where you are. Ask him/her personally and repeatedly when they are going to pick him up.
My sister had the same problem with her 'baby-daddy'. He still has never paid and he just had his attorney send something to the court saying she had agreed to forgive all his back support. Negative, she didn't. He is going back to jail... of course he was picked up on something other than back child support. But he'll stay a little longer because of it.
Stay on them, they'll eventually do something. They may not know where he is.

it is not a serious crime and they find ways around this the dead beats there are a few states that don't have the child support as law and the police are to busy with other priorities

They're too busy giving speeding tickets and seatbelt tickets. Do you really expect them to cut out that trip to the doughnut shop?!
It is terrible...our sytem does not work near fast enough. It's like being 20yrs old and getting grounded for something you did when you were 16.

first off the police have nothing to do with issuing warrants its the court system second of all second of all although it its important for deadbeats to pay child support there are serious crimes such as murder, assaults and drug dealing going on that are a higher priority
