It is good to wear adequate footwear when outside. The feet need to be protected from sharp objects such as rocks and glass. I also know that there is some kind of intestine dwelling parasite that can invade a human though the foot when the human steps into unsanitary materials.

My son would not get out of the house without a pair of shoes on his feet. You only get one pair and you have to take care of them, make him wear sandals at least.

The worst thing that can happen is him cutting his foot with broken glass so yes i would tell him to wear sandals.

If his friends parents didn't send him home for shoes then they didn't care. You sound like your worried people will think your not a good mom 'cause your kid went without shoes. Who cares; do you feed him, clothe him, give him shelter? Then don't worry about it. Next time make him wear shoes to the friends house then he will have them available if he needs them.

Always send the kids with shoes. You never know if they are going to step on something sharp or rusty and then not tell an adult. Also in case of instances like yours, going out in town with out shoes on.

Well in my experience as a mother shoes are always needed. They may take them off once they are where they are going but I always make them wear them if they going anywhere.
