In Christianity, the water becomes "Holy", because it has been blessed by the Bishop, or Priest, in the name of the Father, the Son, and the Holy Ghost.

Depending upon the branch of Christianity [and geography], the water used is one of the following:
* Rain Water;
* Any local source (faucet, well, river);
* Any nearby Ocean;
* Imported from the Dead Sea;

If the Water is from the Dead sea, the ritual to make it Holy Water is done.
Otherwise one of the following is done:
* Filtered
* Distilled
* Both of the above
* None of the above

In some organizations, Salt is added to the water at this point.
The Bishop or Priest then blesses the water.
This blessing sanctifies the water.
The exact wording of the blessing depends upon the organization that the Bishop, or Priest belongs to.

Religions other than Christianity that have Holy Water, follow a similar procedure.

Supposedly when a priest, saint, etc. prays over it becomes holy. NO ONE but God can make anything holy so according to the information we have from the Bible there is no such thing as holy water.

They Father and Priests pray over the water and that is suppose to make it Holy.

The catholic pray over their water?

I guess a prayer before you eat food and drink make it Holy also?

Well, to make water " holy" a priest has to bless it. But, I believe that that is only in the catholic religion.

It is chemically treated to remove the oxygen from the water molecule. The removal of the oxygen atoms leaves holes where the oxygen atoms were. Hence the term holey water

ON HOW TO GO ABOUT IT,REMENBER JESUS CHRIST SAID DO ALL THINGS IN MY NAME,IT DOES NOT HAVE TO BE A PRIEST.WE HAVE TO HAVE FAITH.THE WATER BECOMES HOLY AFTER THE PRAYERS,EVEN THE DEVIL RUNS FROM IT,FOR IT IS HOLY,FROM THE HOLY GHOST,IT IS NO LONGER REGULAR WATER.BELIEVE.AND IT SHALL BE DONE.

Many religions claim to have the truth. They may point to impressive works to support their claims. For example, concerning what are called spiritual churches in Africa, one book says: “The function of the magician or medicine man has been largely taken over by [new Christian groups]. . . . They claim to give oracles and perform miracles. Prophets among them give visions and interpret dreams. They use holy-water, sacred oil, ashes, candles and incense to heal and to prevent diseases.”

Jesus cautioned: “Not everyone saying to me, ‘Lord, Lord,’ will enter into the kingdom of the heavens, but the one doing the will of my Father who is in the heavens will. Many will say to me in that day, ‘Lord, Lord, did we not prophesy in your name, and expel demons in your name, and perform many powerful works in your name?’ And yet then I will confess to them: I never knew you! Get away from me, you workers of lawlessness.”—Matthew 7:21-23.
Who, then, will enter the Kingdom of the heavens? It is those who do the will of God.

The priests or whoever does it makes it "holy" its just regular water

Its just an expression that you are getting cleansed with God
