County council regulation # 446 subsection A, Paragraph 7.
"No public municipal bathing area can be frequented by more than one elephant (or similar land mammal of significant size) at any one time unless the relevant licence is held by the facility operators (see form 4567621C - application to accommodate multiple elephants in a water orientated public area of recreation)
You will know if your local pool has this licence as it has to be displayed at the entrance to the pool and the notice on the wall banning 'bombing' 'petting' 'running' etc will also include an entry banning spurting from the trunk.
I believe this is a health and safety regulation enforced by the European union. Renowned as the most sensible piece of legislation they've come up with so far.

when the first elephant jumped in the pool the water jumped out,so there was no water left for the second elephant to swim in.

The one that did not go for a swim was just there to watch over the one who did in case he (the swimmer) wandered off too far.
