I suppose that you want to blow up a small image with as much quality as possible. You need a program like Kneson's Imagener for the PC. It uses a Raster to Vector enlargement method. The link I provided below will explain the process and differences easier than I can here.

Program's like Photoshop or PainShop Pro are limited in enlargement methods/amounts without pixelation showing up or lose of detail.

I use it to fix graphics for customers that do not have an original non-lossy source image.

Any image editing software should have that function. Just FYI, if the photo is too small and you resize it, it's going to look bad, you will be able to see all the pixels (squares) in it.

almost any photo editing software will allow you to re size your photo's
