Prisoner is someone in jail, so there the correctional officers do the searches. Normally there is never a strip search on a crime scene but the suspect is transported back to the station for booking, ( or to the jail for booking) normally there they have officers who recieve suspects for holding and do the striping.

A male officer can be present if there is a female officer doing it, or if no female officer is available with a second officer as a witness it can be done( but I don't know of any case whereit has happened since all jails that recieve women have female officers for that purpose.
