Poverty is hunger. Poverty is lack of shelter. Poverty is being sick and not being able to see a doctor. Poverty is not having access to school and not knowing how to read. Poverty is not having a job, is fear for the future, living one day at a time. Poverty is losing a child to illness brought about by unclean water. Poverty is powerlessness, lack of representation and freedom.
Poverty has many faces, changing from place to place and across time, and has been described in many ways.
"The World Bank’s 2000 World Development Report defines poverty as an unacceptable deprivation in human well-being that can comprise both physiological and social deprivation."

walk into the earthquake ravaged sections of pakistan which were neglected due to people donating to more highly televised events such as Katrina and the Indonesian Tsunami.
Walk around Ethiopia where a drop of water which you might carelessly spill down the drain might be the last drop of water for the next few days.
or Palestine where people are not only barraged by poverty but also by the bullets of those who wish that the palestinians did not even have what meager possessions they retain.

Poverty is being unable to fully met your needs or your family needs. It's the lacking of medical care, sufficient housing or necessary food and education. Poverty is lacking money to pay bills, buy clothing or for transportation.

My defination:
Being too poor to properly care for yourself or your family.
Of course, there are levels of poverty so poor that they pale to what I would consider as "poverty"
My friend has trouble keeping a job, relies on food stamps for food, and had to allow others to care for one of his kids as he could not do so himself. That's poverty.
There are people who are literally living in a cardboard box and starving to death. That's well below what I consider to be poverty.
So, I guess I'll just put out there "bottom 10%". In our society, that's not good. In other societies, that's on the verge of death.
