I really want the best of both worlds so I can do a lot of streamlined work

NO. Microsoft is *really* annoying when it comes to code sharing: consider the fact that they are now asking all WinXP users to use Windows Genuine Validation (or something like that). Also, MS Word and other third-party programs (like WordPerfect) don't talk well w/ one-another. To run a Mac program, you'll have to find a Mac emulator for the WinPC in your life.

Nope, it is because Mac OS is completely different from Windows. You may be using the same hardware, but the OS is what allows the software to function. You may have better luck getting some linux software to work on Mac OS X, since they are using the same parts from Unix

I am not aware of any software that will let a non-Mac PC run the MAC OS.
