If you think it's cute why do you want to stop it? Just let him wear your panties, but if he starts leaving skid marks in them, then you should probably stop him from wearing them.

often, this is a sexual fetish. if you're both into it than don't worry about it. though if you're kinda wondering why he wants to do it, then ask him. talk to him about it, find out why he likes it, and let him know what you think about it after you've learned more about why he does it. make sure you understand why he's doing it before making a decision about letting it continue. good luck
