I raise Chihuahuas
If you are serious, my contact info is listed.
The biggest, misleading concept I see is when a breeder advertise a Chi as a tea cup, tiny-toy or mico-mini.
All Chi are classed as a toy BREED it is in relation to the
primary function of the dog (couch potato)
It has absolutely NOTHING to do with their size.
It can be a full blooded Chi and weigh 4lb or 14lb.
The ONLY time size is an issue is if you plan to show the dog, then the weight can be NO MORE than 6lb.
As a "general" estimate, the standard Chi will mature in the 5lb range. Granted some are smaller than 3lb and some are larger than 8lb.
My standing male is 3lb 3oz. I can trace his small genetics back 5 generations. I still have his 3lb 1oz great grand sire, I just lost his 2lb 13oz great-great-great-grand dame.
Just because a puppy is born small does not automatically make it a runt.
I have had the tinest puppy turn out to be the largest of the litter.

There is no such thing as a teacup chihuahua... there are runts breeded with runts forming unhealthy dogs. I wouldn't suggest you to get one.

Maybe you would consider a mixed puppy from your local rescue shelter.
