Because plastic bowls can hold oils and egg whites won't whip properly if there is any grease on the beaters or bowl. Since angel food cakes are based on whipped egg whites, all utensils need to be grease free.

1.) Unless you have superfine sugar, pulse your regular white sugar in the food processor for a few minutes until it’s superfine. The sugar will scratch the plastic bowl of your processor. Pulsing will help to prevent some of this.

2.) Do not use a plastic bowl for egg whites, any trace of fat
will cause them not to whip up properly.

3.) Beating Egg Whites: Use a deep glass bowl and a thin wire whisk. Do not use an aluminum or plastic bowl. Since this recipe calls for cream of tartar, do not use a copper bowl. The egg whites whould be 75F in temperature and should contain no egg yolk. (probably chemical reaction)

It has to do with the chemical reaction necessary for the dried egg whites in the mix to whip up properly. Once you add liquid to the mix, the egg whites need to react with the correct surface, otherwise the proteins in the whites won't hold in the air to make the cake light and fluffy.

Do you mean why can't you mix it in a plastic bowl, or why can't you cook it in a plastic bowl?
