It depends on how much bigger it is. For example my left foot is 1/2 a size bigger than my right foot, and I just buy a pair that's the size of my left foot. If it's much more, you'll need to find a kind of shoe available in both sizes.
For dress shoes, I buy a pair and put a bunch of pads in it to get rid of the extra space in the shoe for the smaller foot.
