I was told that they only had to bless the wine and bread but I didn't even know they had to have anything to do with it. Please only reply if you know what you are talking about.

the bread and wine has to be consecrated by the priest or vicar but can be given to the congregation by any one who is authorised to do so, including members of the congregation.

Not necessarily a vicar - that's just a job title, and he/she might equally be a priest-ih-charge, rector or curate. The important thing is that he/she has been ordained a priest, otherwise the sacramental prayer will not have any effect.

Once the prayer has been said by the priest, anyone may pass out the bread and wine.

I am not sure, do they still do the communion, since they seem to be changing with times?
