I need a short phrase (ideally 3 words) to express that a graph is not proportional to the figures it represents...
Is there a standard expression? I thought "not a scale graph" but this might likely be wrong... please help!

"Graph is not to scale" is the standard phrase. You were close, though!

A graph by definition IS to scale. If you need a disclaimer, you can simply have under the graphic "not to scale". That should suffice.
