The chicken being the citizen of a country who the chicken was unhappy with's governing process... but was too afraid to stand up to that government, crossed the (border) road to get as many freebies as the chicken could in the country across the road, before the chicken was rounded up and sent back to the chicken coop in the chicken's mother country.

Well he started out in Mexico and heard that he could get free money, foodstamps, medical care, free education, not pay taxes, or whatever he wanted in America so he crossed.
