Former Insurance Commissioner Fisher was put under house arrest. How is this done. Are judges or police assigned to this individual. Is a electronic devise put as ankle bracelet. If someone has access to this type of arrest, could they use it to stalk an indivdual that they choose?

They put an ankle bracelet on the person under house arrest and there is a monitor kept at that persons home. Whenever the person who is wearing the bracelet goes outside so many feet (depends on what it is set up for and it has lights on the monitor that are different colors that tell when the person is in or out of that range) then the monitor alerts the company and they will call the arrested persons home. If they don't answer then probation, police whoever gets a call. Sometimes when under house arrest the arrested is allowed to go to work only. They can set the monitor to however the judge determines. What do you mean by that second half of your question?

i am not sure who you mean when you refer to "they" stalking an individual with an ankle bracelet on. Do you mean the police? If so, the answer is most likely no. Cops are pretty single minded, and allow themselves to be hardened into folk that only see that bad things in life, but stalking someone is not usually on their plate.
House arrest allows overcrowded prisons keep from getting more so. They probably not assign someone to watch him. But, if, he were caught running around they could be held in Contempt of Court and placed in Jail then. As far as an Electronic Device, it could be possible they use something of this sort. Depends on the Judge and Lawyers. IF, the man is considered trustworthy (lol) then he may not be required to wear anything. This all I really know.
