If you're sitting side by side, lean your head on his shoulder. If you're standing facing each other, put your arms around his neck and look deep into his eyes. You may want to softly lick your lips to give him the hint. But don't do a huge, slobbery tongue wipe, it only looks like you want something raunchy.

Kiss him. He might be a bit shy and be worried that if he kisses you, you will think he is trying to make a pass at you. If you kiss him, he won't mind at all and it will give him confidence.

as a guy... I think the green light will be for you to just stare at him the the eyes, and then look down at his lips, and then in his eyes, and then his lips and then his eyes, and move your head 1 cm closer, and look at his lips, then his eyes, then his lips, then his eyes, and spend most of the time on his eyes though, just glance down at his lips... and then move in 1 more cm, and if he doesn't come in and finish the job for you, he's a chicken.
