They certainly should be. You filthy smokers need to stop throwing your cigarette butts everywhere.

Yes. It's littering, which carries a heavy fine in my area, about $1000.
In forest or fire danger areas, you can also be charged with arson and the expense of putting out any fire that occurs from tossing the lit butt. Fire fighting expenses can be into the millions!

Yes. In California and some of the other western states as well as some of the midwestern states. This is due to the problem with wildfires and the laws are legal.

Heck Yes!!! In ca. it's illegal, not only can it cause a fire, & litter, but one some Butthead tossed a lit butt out his window, & it flew in my car window and hit my 4 yr old in the eye! Keep your nasty butt to yourself... or better yet, do your body a favor & quit!

You betcha! For littering pretty much anywhere. If there is a burn-ban in effect, you can be cited for violating that. In OK, it's a $2,500.00 fine!
Also, if it starts a fire (burn-ban or not) you can be held liable for all damage and firefighting costs if you are identified as the culprit.

All cars still come with an ash tray... if you plan to smoke in your car use it! If you see someone tossing one out in CA you can call CHP, it is a fire hazard in the state and fines can be imposed.
