Not really. The resulting inny or outy comes about depending on how the end of the umbillical cord dries up and falls off. The way its cut *might have an effect, but its likely to be slim.

The person who severs the umbilical cord should ensure it is tied off as short as possible. This is generally the usual practice for properly trained medical workers.
In places where home births are common and medical workers are rare, the umbilical cord may not be cut in the correct spot, resulting in a protruding navel. This is common in Third World countries, where midwives are often not formally trained and have no official qualifications apart from on the job experience.

I have heard that if you let the umbilical fall off on it's own it'll be an inny. If you mess with and pull on it it's an outy.

Don't know how much truth there is to that though.

Yes. It depends on the style he/she uses at birth based on request of the patient delivering. Cutting the embolical cord shorter at abdomen gives less chance of growth outside the body but properly closing it off also plays a signficant role in healing results.

A doctor once told me it was all in the way it is 'tied-off' at birth. At the time I didn't think to ask whether that wouldn't require two cuts.(Or some really cumbersome handiwork with the placenta!)

it depends on how the cord was cut i spent some time in Ghana and plenty peoply there have outties, one guy had an opouttie the size of a tennis ball, so if the umbilical cord is not cut and tied properly then beware you'll have an outtie:)))

Strange I practiced medicine for over forty years and never heard the term. I don't think some of the others had either.

It's the scar of your umbilical cord dropping off. You don't have control over what it looks like.
