Strategy is the large scale goal you wish to accomplish (e.g. Become a Millionaire). Tactics are the individual steps you are going to take to achieve that goal (e.g. Got to College, Study Chemistry, Invent something cool, marry money, etc..).

Strategy is an overall plan, where tactics are the actual military actions to carry out certain objectives in the plan, which is usually done on the division or army level. For example, Churchill's had a strategy to invade Nazi controlled Europe by invading Italy and so take control of the Mediterranean sea for shipping and to tie down German forces in Southern Europe. The first objective or tactic was to take Sicily with an amphibious assault and then the next was to follow with a larger one, done from Sicily,Tunisia and other points in the Mediterranean, into the south of Italy.

A strategy is a long term plan of action designed to achieve a particular goal.
A tactic is an approach taken to achieve a specific objective.
Basically; strategy is the overall goal and the tactics complete small objectives to complete the overall strategic goal.

Just to add to some of the above, the strategic assessment looks at (since we're on the military questions) broad implication of regional/national/global nuclear threats, or other massive military assets. The tactical assessment looks at the threats of a single military division over a small geographic area (for instance), how are they deployed, numbers of troops, etc.

Strategic- national / Theater plans and objectives
Operational- Theater / Local plans objectives.
Tactical- unit on the ground down to the individual fire team.
This is not the end all description of it but Strategic is much larger than tactical.

Strategy is a long range plan as someone said earlier. Tactic is a short term plan. Strategy doesn't deal with detail. It is the proverbial "30,000 foot" view. Tactic deals with a lot of detail and usually has a narrow focus.

Strategy is coming up with the plan that best fits. Tactical is counting the wounded, time,weapons needed and such.
